As delegated under the Resource Conservation & Recovery Act (RCRA), the EPA is the authority regarding the control of hazardous waste from "cradle-to-grave", including the generation, transportation, treatment, storage, and disposal of waste. RCRA also set forth a framework for the management of non-hazardous and universal wastes. RCRA focuses only on active and future facilities and does not address abandoned or historical sites. These sites are addressed under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) also referred to as the Superfund Act.
